Was a Gov mole responsible for initiating gunfire at Kent State in 1970?

Are there similarities between the 1970 involvment at Kent State of armed undercover FBI photographer Terry  Norman (link to www.may4.org) and the involvment of an FBI undercover entrapment mole at Occupy Cleveland?    

Is government "undercover" invovlment in civilican petitioning activities productive?  Acceptable?
