East Cle traffic cameras - Make public record request for revenue data

East Cleveland, Ohio has a history of mobile traffic cameras.  The cameras are operated by a private company, American Traffic Solutions.    (ATS's web site has a  map of their US operations.)    Realneo carried the image above in 2009.

On November 8, 2011 East Cleveland voters will decide in a referendum whether or not to stop the practice of "hunting' for revenue for ATS from the East Cleveland community .

What is missing from the debate (and what would help the voters decide the issue) are the actual financials behind the traffic cameras - exactly how much money have the cameras paid to ATS, and exactly how much money has been paid to the City of East Cleveland?

Where are the public records detailing the financial data from the time the cameras were first operational - what year was that? 2007?   

Art McCoy, please make a public records request for this data - and make sure you include in your request a demand for electronic copies of the City's and ATS's online camera ticket database.    Find out who houses the servers for the data..who has access to these servers?

What if the amount of money going through the ATS "account" was actually larger than what the City either knows about or reports?   

Could there be improper kick backs from this accounting "system" ?
