When will someone step up and get this time bomb off our streets? 
 
Attached is a photo and a copy of the letter I sent out in November 2009.
 
All of these big canteen food trucks create hazardous and unsafe conditions being allowed to park on our public streets, especially this one.
 
Those who continue to approve and/or handout permits allowing these business owners to pull up/park these big trucks in our communities causing (impeding traffic, etc.) need to stop.  There are many residents that live in Tremont and other areas who own/drive semi-tractors and they would not be allowed to park for any reason in or near residential communities.
 
How can our Police Officer be expected to enforce the laws if our elected officials keep over-riding their authority by passing out permits? 
 
The bullets are bad enough by themselves - being in such close vicinity to this big wheeler with the two large propane tanks sets up a situation for disaster to many.

yoga honey and guy  were on the scene at professor and jefferson at about 3: am on june 25, 2011 when we heard  guns shots and people yelling and called 911 and police and medical came as others called also - a victim was lying in the street a few feet from thurman - as evidently two persons were shot at west 6th and jefferson at aparty that went bad and one person shot ran and collapsed - a group of people started to provoke the police heros 2nd district and cmha police and the police had very good restaint from arresting them - as yoga and me walked closer to the group the group went away - good job yoga
also the Fahrenheit resturant food truck propane bomb if bullets etc. hits the propane which was parked since last sunday on jefferson during the day and professor at nite and no one cooking or in the food truck - rocco the owner told 2nd district police car 248 when they answered a complaint last week that the food truck is dangerous - rocco told the police that he has a permitt to park during the day but the truck has to be moved at nite and for the last two years the police have made rocco move his potential truck bomb -
west 6th is one and half blocks - only one block and half from west 6th -  if  bullets hits the two hundred pound propane  tanks bye bye the whole intersection people.

This vehicle most often is parked across from 2417 Professor Avenue, Cleveland, Ohio, and creates a number of concerns due to the fact that Mr. Whalen continues to park this very large kitchen on wheels too close to the intersection on a residential street. Professor is also an RTA Bus route and with Mr. Whalen holding a valet zone right on the corner as well, the turn is tight at best. \par As a direct result of this truck being parked too close to the Professor and Jefferson Intersection, it creates an extremely dangerous situation for school children crossing by completely blocking the view of on-coming traffic. When Mr. Whalen finds it necessary to park the truck on the opposite side of Jefferson facing West Bound, it impedes the flow of traffic due to the truck size, street width, other parked vehicles and on-coming traffic through the four-way intersection, as well as putting motorists at risk of an accident by blocking the street. \par What is also clearly evident in these photos is that there are two large propane tanks tethered to the back of this rig. Whether by accident or by calculation and design, a rear end collision could and most likely would cause fatalities and injuries of catastrophic proportions not only pedestrians, but other motorists in the area as well as patrons and employees of surrounding establishments. \par These concerns have been discussed among residents at the Old South Side Community Coalition,at several of the Traffic meetings, with several 2nd District Uniformed Officers in attendance, which were held at Post 58 on Professor Avenue, over the past several months. It was also suggested that Mr. Whalen be invited to attend the November 10, 2009, meeting in order to discuss making other arrangements for parking this commercially licensed automobile. He did not attend. \par This owner/operator also tends to ignore the street stripping and no parking signs. It is our concern that business owners in this community all live by a separate set of standards - 'Above the Law." \par At this time, we are looking for some type of assistance in rectifying this hazardous and potentially explosive situation by helping Mr. Whalen see the error of hos ways. Propane tanks are allowed everywhere - Ask Joe Cimperman

Hey Jerleen and Guy,

It seems to me that singling out the propane tanks on one canteen truck isn't reasonable because every home BBQ has a 20 lb propane tank plus a spare (no fun when they go up in flame on your second story porch - ask Joe!).  In many communities there are 500lb or 1000lb or larger propane storage tanks for heating every residence.  Plumbers always carry propane, welders carry propane and acetylene, every tar roofer has a tar pot with propane, and every super market and Home Depot and Walmart sells propane, and there are cars, busses, and forklifts which operate on propane or CNG.   Propane is everywhere. 

As to flying stray bullets, well,  every car has a gas tank and the stray bullet could much more easily puncture the car's plastic or thin metal tank than puncture a thicker steel propane tank - and we aren't worried about that - which would seem inconsistent at best.

Maybe parking the canteen truck on residential streets could be better objected to with other arguments besides the propane tanks which every canteen needs for  cooking.

It's both a Public Relations/Marketing tool, sales tool, and it draws more business to their locations...a parked billboard obstructing/impeding others....

While I do not disagree with

While I do not disagree with you Jeff - this truck is continually being parked on one side or the other on the corner of Jefferson and Professor (red light).  The streets are narrow and the turns are tight at best.

Due to the size of this truck, when it is parked on either corner, it takes up space from the curb and protrudes well out into the lane of traffic.  Buses use both these streets and there which causes traffic jams and blockage on days/nights when  streets, parking, moving vehicles and pedestrians (both young and old) crowd the area.

This truck blocks the view, creates problems for those (especially the elderly, handicapped and children) entering and or making their way through the crosswalk.  This truck serves no purpose being parked in such a restricted location not to mention that the propane tanks tethered on the rear of the truck are much larger that your everyday home used tank.   Even if he constructed some type of enclosure for the propane tanks, he still needs to park this vehicle in a safer location.  

I get complaints from quite a number of people who say that they have had close calls due to this truck sticking too far out into the street.  When school is in session the school guard says that she is scared when the kids attempt to cross and the big truck is parked so close to the crosswalk.

I have seen the aluminum truck in the Tremont neighborhood and I agree with everyone in this thread that the truck should not be allowed overnight parking on the local Tremont streets.   The truck is clearly a commercial vehicle as defined under Ohio Registry of Motor Vehicle codes - I assume it has commercial license plates and it's GVW puts it in a commercial class.    For a $100.00 a month Mr. Whalen can rent a  nearby commercial off-street lot on which to store the vehicle.
 
I only pointed out that propane is very popular with the thought that  the discussion of how dangerous or safe propane is - is a diversion and distraction from much stronger and more persuasive zoning/commercial vehicle restriction arguments as you make in your comment above.
 
All night parking of the truck in Tremont should not be allowed under zoning.  If commercial truck parking is allowed by zoning overnight in Tremont then I am driving my 72 foot long 18 wheeler over and parking it at Lincoln Park!

 Your comments, Jeff Buster, are reasonable. It is very difficult to separate the issues in Tremont when so much polarization exists. I again say that the City has to do better on the mixed use in Cleveland. We have problems beyond Tremont, and the problems involve more than just bars and restaurants (i.e. small manufacturing, services, retail, and etc). 

Before I digress though, I believe that one of the problems with the aluminum truck being parked on the street is just that. Parked. If I read past posts correctly, Whalen is not serving food on the street out of the canteen, but out of his restaurant. He is just parking this commercial vehicle on the residential street.  He is not serving, just parking. 

I would like to be corrected if I am wrong.

This case was dismissed for lack of prosecution. 

Whalen had not been known to set up his canteen in the neighborhood until after he bullied in downtown and get a citation.  Since that time he has been known to set up once or twice around Lincoln Park and I believe once on Professor.   All the other times, this truck is just been parked - sometimes three or four days at a time without being moved.

As far as the 18 wheeler, I do so agree - these commercially licensed vehicles are not permitted to park on these streets for any reason - what's the difference?

Propane tanks attached to homes have safety features to prevent leaks and explosions. So do cars, and airplanes. 

BBQ grills have been recalled due to leaks.

It is clear that the issue here is the flaunting of regulations and of neighbors concerns by parking a vehicle in a way that obstructs both pedestrians and auto traffic. The owner of the vehicle has been talked to, and warned. Adding fuel into the mix inflames the issue even more, no pun intended.

I would not want this parked at the corner of my street, vehicle or propane.

The City needs to work harder, and smarter, at the mix of residential, commercial, and entertainment. It will only become a bigger issue as the casino opens, and the neighborhoods near downtown Cleveland are flooded with consumers of casino fodder.

and MOBILE BILLBOARDS.....

Hope they have a "FEMA SAFETY PLAN" for the "TASTE OF TREMONT" in place....

Have our local "FEMA AUTHORITIES" been notified and have they taken into consideration the crowds that could be subjected to such an unbelievable incident of a "Propane explosion due to stray shots fired"..... or worse....terrorism?
