How can you legitimately divide the membership into any type of catagories without first making it known to the membership "ultimately authority of TWDC" that there is going to be such classifications - active - re-active list?
How can you legitimately (democratically) chose one list, which clearly will not adequately represent the intent and spirit of the organization, to use as a "hand picked" number for attaining quorum to suit only the purposes of those who were elected in good faith by the ultimate authority?
While you say that no one is being cut from the membership list - how can the vote (quorum) be fair and balanced if you are using members from one list to make quorum and in turn using the second list (basically dubbed as second class citizens) to be counted in the vote process?
No matter whether the current by-laws have been mis-interpreted, mis-understood or mis-read, the precedent for membership was set long ago and to start dividing up the people without first providing some type of notification that the rules are being changed without their knowledge or consent and/or giving the resident members a fair opportunity to rectify the situation by either attending a meeting or re-registering for membership in 2009, is totally unacceptable.
The catagorizing of TWDC members between November 11, 2009, and the January 2010 Annual Membership Meeting is so plainly a calculated and self-serving design on the behalf of a handful of individuals who are determined to get what they want - even at the cost of betraying the members they were chosen to serve.
Many members will end up on the "not for head count list" due to the very fact that they have been mis-led and have misplaced their trust in those who have preached the same practices and procedures they are now using to short change TWDC's own members.
Some individuals have been asking for years to have the membership list purged by way of removing the names of those deceased or perhaps have moved away but in no way does that mean that individuals who believe they have been long-time members of this organization should have the rug pulled out from under them based on the whips of a few unhappy committee (board) trustees. This disenfranchises so many long-time resident members.
Such a disregard for the people for which you accepted a position as Trustee
is no less than shameful.

<!--[if !supportLists]-->2. <!--[endif]-->Anybody who shows up to the January 2010 Annual Meeting who has been a TWDC member and who still lives or works in the neighborhood, whether they have come to a recent meeting or not, will be able to vote. There is no disenfranchisement.
<!--[if !supportLists]-->3. <!--[endif]-->Really, nothing has changed since last year or previous years when sign-in sheets were compared to the membership list, except that I actually wrote out the procedure ahead of time so that everybody could see it. So actually, in my role as Secretary, the procedures are more transparent than they have been in the past. The rules have not changed.

I believe I read your communication to Larry Cornett. I do understand that anyone who shows up at the meeting will be able to vote - but only the "Active" list will be used for the number to call quorum - that is using two separate lists and for two different purposes and; how can it be transparent if nobody knows they are being placed on separate list.
Will ALL members be used to determine the number to determine quorum? If not, then there are changes and those changes effect the entire membership? Will the number needed for quorum change and be adjusted as the members on the "reactive" list show up to vote? If not, then there are changes - and those changes effect the membership.
You can't have it both ways and call it a legitimate vote. You either have a membership list and that list determines the number from which quorum is attained or you don't. Any secondary list cannot be used as part of the voting process if they are not used as part of the number to attain quorum.
It would be my suggestion and in the best interest of all concerned to have a membership list period. I do not believe that I misunderstood - The "active" list (people who signed block club rosters, etc., during the past year) will be the list from which the number needed to attain quorum will be determined? The "reactive" list will be people allowed to vote - but not counted in the total membership number for the past year? You have to count all the members - you can't just count some of them.

I just wanted to let you know that there were some inaccuracies in your bio with regard to the membership list.
First, nobody is being taken off of the list. We are reviewing the sign in sheets from every block club, committee, and other TWDC-related meeting over the past year (since the January 2009 membership meeting) to see who has attended at least one meeting. Folks who have attended one meeting will be marked as "active for 2009" and quorum will be based on that number. Folks who have not attended a meeting during 2009 but who have attended a TWDC-related meeting in the past will still remain on the list, but will not count towards quorum unless they show up at the January 2010 meeting. Anybody who shows up to the January 2010 meeting who has been on the membership list and who retains membership eligibility according to the bylaws (lives or works in Tremont) can vote. Nobody is being taken off of the list, unless they requested to be taken off of the list. Let me repeat: nobody is being taken off of the list.
Secondly, it was estimated that there will be 300 fewer active members to count towards quorum, not that the list will be culled to get to a list only 300 members long. This was only an estimate. There is not a target number that we are trying to hit. Rather, the number of active members for 2009 will be only based on who has signed in at a meeting.
In summary:
1. Anybody who has attended at least one meeting in 2009 and meets membership criteria (lives or works in the membership area) will be counted as an "active member".
2. Anybody who has not attended at least one meeting in 2009, but who was counted as a member in the past and who still meets membership criteria may essentially "reactivate" their membership by showing up to the January 2010 meeting, and will be allowed to vote.
3. Nobody is being taken off of the membership list.
I would appreciate it if you would edit your draft bio to reflect these corrections.

This communication does specify that quorum will be taken from those attending meetings in 2009 and not the full membership list. This does spell out that there will be two different list - the secondary list does not preclude members from voting - but it does preclude them from being counted as part of the quorum count. You can't count them one way and not count them the other. No matter how you spell it, it does put limitations on this being a fair and balanced vote.
