Ex-chief of Cleveland Flats Oxbow Thomas Newman embezzled $583,000, feds say (great job f.b.i.)

A two-count criminal information charges Thomas Newman with theft and embezzlement in a federally funded program, and money laundering.

"This defendant is accused of taking more than half a million dollars from an organization that was trying to improve our city," said U.S. Attorney Steven Dettelbach.

Federal prosecutors charged Newman in a four-page criminal information, rather than a grand jury indictment, which usually means the suspect is cooperating and intends to plead guilty.

Prosecutors also suspect that Newman used a Flats Oxbow credit card to pay for renovations at a six-story brick warehouse, registered in his wife’s name and located at 1250 Riverbed St. in the Flats.

The building houses Club Eros, which a website describes as a members-only adult entertainment swinger’s club open on Saturdays from 9 p.m. to 3 a.m.

Club owner Joe Esplandiu said he personally paid for all of the first-floor renovations at the building, and pays Newman monthly rent. "We did not get one penny from Tom or Dolores Newman," Esplandiu said.

But as the organization collapsed, City Councilman Joe Cimperman, whose ward includes much of the Flats, declined to fund the nonprofit.

Cimperman said in a telephone interview that he is angered by the charges.

"That money is supposed to yield other money," he said. "It’s supposed to help create jobs and spur development. There is a reason why there are problems in the Flats. It’s because the people who were supposed to be watching it were looking the other way."

Mr. Cimperman - what accounting controls did you place on CDCs?

 As I understand it,    in Cleveland the CDC's operate with federal funds divied up by Counsel President Sweeney among the Cleveland City Counselors.  

The fed block grant funds basicly become slush funds for the Counselors to throw around to supporters in their wards. 

As for accountability?   There is none.   The CDCs ignore and fight any public records requests that are served on them.   So the CDCs become black holes of un-accountability.

However, Mr. Cimperman is resposible for Flats Oxbow, because Mr. Cimperman provided our public funds to that CDC.

So Joe, is this all news to you about Mr. Newman snaking a half million out of the till?

Or, Mr. Cimperman, did you stop funding Flats Oxbow when kickbacks slowed or when you smelled the Feds?

Or, Mr. Cimperman, did you stop funding Flats Oxbow when you noticed in the Flats Oxbow accounting (which, like the keen public interest watch dog you are, you would have reviewed every month) began looking fishy?  

Honestly, why did you stop funding Mr. Newman?

Do tell us. 

Did Mr. Newman enjoy tax-free status?

The game in NEO as described ad nauseum here at REALNEO has been getting away with not paying taxes (especially on rental income properties).  I assume Mr. Newman and his wife Delores (who was conveniently camouflaged as a housing specialist at Pianka's Housing Court) also got a way for years without paying taxes due on their properties.  I don't have time every day to investigate the criminals in this town, but usually a stinking suspicion has been easily confirmed. 

Tax- free status? YES

The Newman property located at 1250 Riverbed is tax delinquent $13,600.63.

This property has been tax delinquent for years.
