I wonder how many residents of the new Ward 14 have mastered social media?  This ward has needs that most do not understand.  Why do you think it is in such bad shape?

 W14R, this social media wouldn't be on the top 10 of most residents list. Computers, internet and the very precious time to do this are luxuries.
