Cleveland Division of Police reorganization to provide additional support for intelligence-led policing,

Submitted by Quest-News-Serv... on Mon, 01/10/2011 - 01:12.

"One of the biggest threats to public safety in Cleveland, and anywhere, is the lack of information-sharing across the various law enforcement agencies," said Police Chief Michael McGrath. "These technologies and an added emphasis on partnerships such as the five-county Fusion Center will give law enforcement across the region the ability to share data and crime analysis, and target hotspots and potential threats."

"The Chief of Police and his staff have been making increased use of technology and in particular crime analysis," stated Director of Public Safety Martin Flask. "It's time to shift from traditional patrol, enforcement, response, and investigation to a model that incorporates crime analysis and intelligence information gathered from beyond city limits to effectively deploy police resources and address emerging threats, from drug trafficking and gang relations to Improvised Explosive Devices (IED’s) and active shooters."

Upgraded technology, such as the Automated Fingerprint Identification System (AFIS), will be expanded to include regional partners, cutting costs for participating agencies and increasing opportunities for sharing and analyzing intelligence information by law enforcement agencies.

Mayor Jackson added, "Additional Department of Public Safety projects will revitalize emergency response capabilities, improve safety, and improve efficiencies. From the integration of the Divisions of Fire and EMS to a Public Safety Consolidated Communications Center, the ultimate goal of each of the projects, partnerships and tools is to result in improved services and safety for emergency responders and everyone who lives in, works, or visits the city of Cleveland and the region beyond."

Securing Our Future 2011 and Beyond

Cleveland Public Safety focuses emergency preparedness efforts on
Information Sharing and Regional Tools and Technology

CLEVELAND – Today, amidst the backdrop of swearing-in new Police Command Staff and recalled Patrol Officers, the City of Cleveland rolled out plans for various initiatives designed to move beyond City boundaries and take critical steps toward securing our future in 2011 and beyond. These initiatives advance tools and technology for first responders, build regional information sharing networks, and enhance day-to-day planning and operations for emergency preparedness.
"Public safety, and the perception of public safety, in Cleveland is critical to the quality of life in our city and we have made great strides over the past several years in building relationships and identifying tools to help improve safety in the city," said Mayor Frank G. Jackson. "Today, our ability to identify potential threats and proactively police our city is being enhanced by this multi-faceted, data-driven approach to policing."
The Cleveland Division of Police Command Staff will also be realigned to enhance subject-matter expertise in areas such as homeland security, violent crime and drug control. This realignment optimizes management efficiency and:
• Establishes a position of Deputy Chief/Executive Officer who will report directly to the Chief of Police;

  • • Combines former Homeland Security Operations and Special Operations under the direction of a Deputy Chief of Homeland Special Operations;

  • • Creates a new Commander of the Bureau of Homeland Services that will have management responsibilities in the Northeast Ohio Regional Fusion Center; and,

  • • Eliminates the position of Commander of the Bureau of Administrative Services (the duties will be assumed by the Commanders of Communications and the Bureau of Human Resources).

The local governments of our world enjoyed the autonomy that empowered things to slip by for all too long...It's nice to see our city moving into the 21st Century... It's just sad that our leadership was more preoccupied with covering their own asses for so long that they deprived our residents of resources like these generations ago-even when global entities and militaries use these techniques daily...

I hope that they all continue to work together towards a common goal of protecting the public at large... But remember that without crime-they go out of business... So, there will always be significant shortfalls in this area of the business world!
