Ordinance No. 347-11 (Citywide): To repeal all Sections of Chapters 688, 689, 690, 692, and 692A, as enacted or amended by various ordinances, relating to billiard rooms, bowling alleys, dance halls and dances, music entertainment, and coin operated amusement devices; to repeal Section 347.12 related to tattooing and body piercing; to amend Sections 343.01, 343.11, and 349.04, as amended by various ordinances; to renumber existing Section 325.570 to new Section 325.571 to new Section 325.573; and to enact new Sections 325.091, 325.511, 325.572, 325.711, 329.041, 343.15, 690.01 to 690.12 and 690.99 relating to zoning and Entertainment Venues. "Entertainment" via the City of Cleveland bureaucrats

Confounding and frustrating the good citizens of NEO...

Dear Downtown Stakeholder:

On Friday, April 15th at 9 a.m. in Room 514 City Hall, the City Planning Commission will have its second discussion on proposed zoning and licensing regulations that apply to nightclubs, restaurants/bars with entertainment, and related uses. 

Attached is proposed legislation related to zoning and licensing of entertainment venues.  I also included a simpler version with some explanation.  This legislation will update and replace current ordinances that relate to entertainment venues including restaurants, night clubs, live music venues and bars.

There is some discussion among downtown stakeholders that noise limitations be amended for the downtown to be later than the proposed 10:00 pm.  Both Historic Warehouse District Development Corporation and Downtown Cleveland Alliance passed are advocating for the time to be extended for sound on outdoor cafes.

I understand that there is a lot of legal ease in the document, but we wanted to be sure that everyone has a chance to review and provide comment.  Councilman Joe Cimperman wants the approval of this legislation to be open and transparent.

There will be public meetings scheduled in the near future to discuss the legislation.

  I can't thank Henry enough for caring to represent his friends and neighbors today and to report back on this Planning Commission meeting. 

Jerleen Justus and others have also followed the changes to the City of Cleveland Entertainment zoning, and their efforts have helped all of us avoid untold problems and aggravation.  They are heroes.
