Steel sheet is a fungible commodity. At the same time Arcelor Cleveland produces sheet, Arcelor or its customers may import sheet from other facilities.
Bottom line: Where - on the large list of global manufacturers/suppliers - is the Arcelor Mittal Cleveland facility in terms of its efficiency - and geographical location in relation to steel consuming economic activity ?
Ranking the Cleveland plant on such a list will determine if and when Cleveland's steel workers will return to work.
